BURLEY – Janine Garner Mabey, age 76, passed away on Monday, June 23, 2025, at her home, in Burley, Idaho.

Janine was born September 28, 1948, in Burley, Idaho, to Lenn and Cherril Garner. Janine graduated from Minico High School and married Merlin Smedley, shortly after. They later divorced and she remarried twice more, first to Dennis Miller and finally to Joe Mabey.

Janine enjoyed cooking and baking, finding joy in trying new recipes and accumulating a large collection of cookbooks. She also found pleasure in gardening, reading, and crossword puzzles. Above all, she treasured time spent with her family, always prioritizing their well-being above her own. Her family truly was her life.

Janine contracted polio as a young child, ironically, from the very vaccine designed to prevent the disease. Janine refused to be defined by her disability. Although an unfortunate reality, she never allowed her disability to diminish her spirit. She embraced life with laughter and smiles despite the challenges. While she walked with a brace most of her life, when that became too difficult, a motorized wheelchair allowed her to maintain her independence. This enabled her to continue enjoying the activities she loved. Janine deeply appreciated the exceptional care she received throughout her life from the medical community. She encountered numerous doctors, nurses, pharmacists, ophthalmologists, and countless specialists. The family will always be thankful for the expertise and kindness they extended and for the smiles that brightened Janine’s day.

Janine worked various jobs to support her family, throughout her life. Many may remember her from her time at TCI cable or Cassia County DMV. She also enjoyed serving samples in local grocery stores, where she loved interacting with the public and making friends. Janine’s passion for couponing was legendary. Couponing began as a means to offset grocery costs, but quickly evolved into a passion and a challenging pursuit. She’d gather weekly papers from neighbors, friends, anyone willing to share the “coupon section” to uncover the best deals. She especially LOVED double coupon days, often recounting how her strategic couponing sometimes resulted in the store owing her money at checkout. These moments often required a manager’s approval, but she was always met with smiles, laughter and congratulations for a “job well done”. Her coupon bargain room was a favorite destination for her grandchildren, a treasure trove filled with goodies ranging from toothpaste to candy bars. She loved sharing in their excitement as they picked a snack or treasure from the room .

The town of Burley held a special place in Janine’s heart, and she shared her joyful spirit with everyone. Regardless of the situation, she possessed a remarkable ability to find humor and bring laughter to others. She had an infectious smile that would brighten your day. Her presence will be profoundly missed by all who knew and loved her.

Janine was preceded in death by her parents, Lenn and Cherril Garner; her son, Todd Smedley; her grandsons, Dustin Etchegaray and Mason Smedley.

Janine is survived by her husband, Joe D Mabey; her children, Devanie Etchegaray, Damon Smedley, and Heather Dallmann; her grandchildren, Kierra Evans, Kacy Ellis, Benjamin Ellis, Eric Orton, Lukas Smedley, Jaxon, Dylan Etchegaray, Elsie Etchegaray, Brock Smedley, Alec Smedley, Abby Smedley, Keegan Dallmann, Myles Dallmann; her great-grandchildren, Alexyce Evans, Bella Evans, Cameron Evans, Raleigh Etchegaray, Magnolia Etchegaray, Peyton Smedley, Ayllee Ellis, Lincoln Ellis, Declan Ellis, Lyla Ellis, and Cora Ellis.

A graveside service will be held at 11 a.m. Thursday, July 3, at Paul Cemetery, located at 550 W. 100 N., in Paul.

Janine has always been a very dear friend. She was always so strong when times were tough for her. We were phone buddies when we couldn’t be together. We always exchanged birthday cards, the funnier the better, and I always told her how much I loved to hear her laugh. That laugh always lifted me up, and it will continue to make me smile at each of our birthdays. Love to her family and Joe!!

Janine's beautiful, welcoming smile was always a delight every time I visited. Without fail, she would ask how I was doing; her own woes were separate and largely down played. She was a humble and noble lady.
